Dear Sandra,
Thank you for the request to consider the feasibility of recording or livestreaming Board of Health meetings as a means of enhancing transparency and public access. The Board of Health supports the underlying intent of improving accessibility and recognizes the value that virtual access can provide to community members who may face barriers to attending meetings in person.
That said, an internal assessment has been conducted to evaluate the operational, logistical, and technological requirements associated with livestreaming or recording meetings. This review identified that implementing such capabilities would necessitate a number of modifications to current meeting operations. These include, but are not limited to, the acquisition and maintenance of appropriate audio-visual equipment, reliable streaming platforms, technical staffing support during meetings, post-production management, and considerations related to privacy, security, and records retention.
Collectively, these requirements represent a significant expansion beyond current meeting practices and would fall outside the scope of the Board’s existing operational framework. Importantly, the assessment concluded that these changes would carry a material budget impact. At this time, the costs associated with equipment, software, training, and ongoing technical support are not accommodated within the Board of Health’s current approved budget allocation.
Given existing fiscal pressures and competing priorities, the Board is not in a position to implement meeting livestreaming or recording without additional dedicated funding and a clear mandate to support the associated infrastructure and staffing requirements. As such, while the Board remains open to future discussions regarding enhanced public access, this initiative is not feasible under current budgetary constraints.
