BACKGROUND/PURPOSE

Progress on the Strategic Plan in Q2 focused on embedding the plan into organizational systems and processes, strengthening understanding across teams, and laying the foundation for the actions that would advance each strategic priority. This report provides further updates on the implementation activities in Q2 and outlines steps for the remainder of 2026. 

DISCUSSION

The Strategic Plan implementation activities in the second quarter built on early communication and engagement, focusing on reviewing planning and priority setting processes so the plan plays a stronger role in guiding decisions. Strategic Plan alignment was added as a facet for consideration to the annual priority setting exercises to assess program requirements, needs, and impacts. Engagement with leadership team was held to review each priority, setting a direction for each strategic priority that served to guide manager and team activities. 

Manager orientation and team-level discussion with all WECHU departments on the Strategic Plan were held in Q2. The purpose of these engagements was to explore how each strategic priority would relate to each team and set the stage for supporting the integration of the strategic plan in day-to-day work, planning, and decision-making to ensure consistent understanding. Insights from these sessions were reviewed and common themes, areas of alignment, and areas where additional support or work is needed for successful implementation were identified.  

The focus for the remainder of 2026 will be on creating a clear and practical measurement and reporting framework, using the actions and priorities identified through previous engagement activities, to monitor the plan’s progress. Establishment of indicators, both at an organizational level and at a department level, will be developed during the 2027 program indicator development cycle. These indicators will support consistent monitoring and reporting of Strategic Plan outcomes across the organization.
