SUBJECT: Annual 2025 Operational Plan (ASP) Report - Q4
BACKGROUND/PURPOSE
In 2018, the Ontario Ministry of Health (MOH) introduced a new Annual Service Plan (ASP) that Health Units are required to submit each year. To ensure a single, integrated approach to planning, the Planning and Strategic Initiatives (PSI) department worked with the Information Technology (IT) department to align our planning system with the provincial requirements.
With the support of the PSI department, all internal and external facing departments develop and enter their annual work plans, which are then reviewed and approved by the Leadership Team. These plans are then integrated in the WECHU’s Annual Service Plan for the Ministry.

Q4 Progress Update

There were 160 active Intervention Work Plans (IWP) evaluated.

Of the 102 public facing external plans, 83% were completed, 16% deferred, and 1 project was cancelled.

Of the 58 internal corporate plans, 84% were completed and 16% were deferred.
2026 Annual Service Plan (ASP) Development
Planning for the 2026 Annual Service Plan implementation has concluded. Programs and Intervention Work Plans have been approved for 2026. The WECHU has also implemented a framework to align its planning tools with the most recent draft of the 2026 Ontario Public Health Standards (OPHS) released in September 2025 and are awaiting the release of the final Standards from the MOH.
