The Windsor-Essex Community Opioid and Substance Strategy (WECOSS) is a strategy that aims to address substance use issues within our community. This is done through a set of strategies and activities. The Strategy is led by various community organizations and people with lived experience (PWLE) using substances. This set of strategies was developed by reviewing existing community services and considering best practices from other regions.  Through consulting organizations within our community, the strategies were created to include perspective of PWLE. This Strategy uses a four-pillar approach as the structural model on which the WECOSS is based: Prevention and Education, Harm Reduction, Treatment and Recovery, and Enforcement and Justice. Working groups from each pillar have been formed to implement projects. To review the strategy, please see the  Action Plan
