2025 ASP One-Time Funding Business Cases

ISSUE/PURPOSE

The Board of Health is required to approve the one-time business cases included in the 2026 Annual Service Plan and Budget Submission (ASP) that will be submitted to the Ministry of Health (MOH) on March 31, 2026.

BACKGROUND

The ASP includes budget information approved by the Board of Health on November 20,2025.  More specifically:

  • 2026 Mandatory Programs Budget:
  • 2026 Ontario Senior Dental Care Program Budget
  • 2026 Requests for One-Time Business Cases

Description of the Business Cases:

Facility Renewal Project – this business case is to provide additional funding for Phase 2A of the Facility Renewal Project so that the project can continue without an interruption.

Immunization Product Refrigerators:  This business case is to fund the replacement of four (4) double-door vaccine fridges that are nearing end of useful life and are having ongoing maintenance issues.  In addition, we have developed an expansion strategy to add four (4) (one (1) double door and three (3) single door) additional vaccine fridges to address storage capacity limitations.  For the expansion strategy additional costs for engineering fees, electrical upgrades and biologics room renovation costs have been included in the cost.

Public Health Inspector Practicum Program:  This business case supports the salaries for four (4) students to support the Vector Borne Disease and Safe Water Program and two (2) public health inspector practicum students.  The students support the general operations of the Environmental Health department while gaining the well-rounded experience to complete their certification.

Temperature and Access Controlled Storage Units: This business case is to purchase two (2) temperature-controlled storage units that will be used to monitor the storage and handling of medications, including antibiotics and antivirals, that are distributed to healthcare providers.  Through a review of the WECHU’s current storage processes, there is a need to have medication storage that can be monitored to identify and address ambient storage temperature fluctuations as well as ensure access to medications to meet best practice and to reduce risk of product degradation.

PROPOSED MOTION

Whereas, the Board of Health for the Windsor-Essex County Health Unit has approved the 2026 Budget which included budget information for the Mandatory Programs funded by the MOH and the Obligated Municipalities on a cost shared basis and the Ontario Seniors Dental Care Program funded at a rate of 100% by the MOH.

Whereas, the WECHU is required to submit is Annual Service Plan and Budget Submission to the MOH on March 31, 2026, inclusive of the aforementioned budget approvals as well as additional requests for one-time 100% funded business cases from the MOH, and

Now therefore be it resolved that the Windsor-Essex County Board of Health approve the following additional one-time business cases to be funded at a rate of 100% by the MOH (see Table 1 above):
