What is the Heating By-law?

The City of Windsor By-law #195-2011 requires all rented or leased dwellings to provide heat between September 15 and June 15. The minimum temperature of the dwelling must be 70°F or 21°C when the outside temperature is  0°F or -18°C.

What to do if you do not have heat?

  1. Contact your landlord and ask for the heat to be fixed immediately. Keep records of your attempts to contact your landlord.
  2. If you live in a building that has six or more units, call 311 to put in a complaint.
  3. If you live in a building that has five or less units, call the Health Unit at (519) 258-2146 ext. 4475.
  4. If you're concerned about your legal rights, contact the Landlord and Tenant Board at 1-888-332-3234.
